I read your other post but I'm not quite sure of your exact issue.
My captive portal issues are addressed below and I'm not 100% sure still..
The paypal issue is rather simple. I had uamallowed all the common ones but its the format I had wrong... if I had
or paypal.com some IOS devices would just stop, PC was fine...

I also needed .paypal.com as Paypal forces some devices to use mobile.paypal.com.
Running default r3842 using a custom radius server (and I tried HSS) it works everytime on PC... for me.
OS X and some versions of IOS and android are a pain in the butt.
If OS X, IOS or Android (one of the latest tablet versions) fails to get to the captive portal page and sits redirecting delete the wifi settings and start again.
If you have more than one access point in range of the client check they are not switching between the 2.. And turn on individual SSID's to stop it.
I have seen this happen lots on r3842... A client tries to access both overlapping networks... Radius logs can show the changing IP's over time...
